Kyiv urges Moscow to adhere to Budapest Memorandum

Ukraine has urged Russia to not interpret the Budapest memorandum liberally and to not spread lies.

"I'd like to react to the statements made by Russian Foreign Minister Sergey Lavrov at a joint press conference on the results of the negotiations with the Spanish Foreign and Cooperation Minister. Particularly, on the alleged absence of Russia's obligation under the Budapest Memorandum on Security Assurances...," Foreign Ministry Spokesman Yevhen Perebyinis said at a briefing in Kyiv on Wednesday.

He said that Ukraine had drawn Russia's attention to provisions 1, 2 and 3 of Budapest Memorandum, according to which Russia agreed to its obligations due to the principles of the Conference on Security and Co-operation in Europe.

In particular, these provisions state the necessity of respecting the independence, sovereignty, and current borders of Ukraine. According to the memorandum, Russia must restrain from threats of force or using force against Ukraine's territorial or political independence. In addition, no weapons can be used against Ukraine except for self-defense.

In addition, the same provisions of the memorandum state that Russia agreed to its obligations to refrain from using economic pressure against Ukraine to Russia's advantage.

"All these obligations were violated by Russia. I'd like to urge Russia to not interpret the international document freely and spread untruthful information. [We] urge Russia to fully implement the obligations it took upon itself due to the Budapest Memorandum," Perebyinis said.
