Poroshenko urges 'Normandy format' negotiators 'to not pretend' as if events in Debaltseve correlate to Minsk deal

Ukrainian President Petro Poroshenko has urged the participants of the 'Normandy format' talks, namely German Chancellor Angela Merkel, French President Francois Hollande and Russian President Vladimir Putin, to not pretend as if recent developments in Debaltseve comply with the Minsk agreements.

"Petro Poroshenko had a telephone talk in a Normandy format. The Ukrainian leader urged 'to not pretend as if recent events in Debaltseve comply with the Minsk deal.' He also urged to work out clear guarantees in case of any further attempts to break these agreements," the president's press service said on Thursday.

According to the report, the interlocutors agreed to render a full assistance to the OSCE SMM, mainly as soon as today "they must be allowed fulfill monitoring and verification functions, especially near Donetsk airport, Horlivka, Pervomaisk and Shyrokyne, and in other areas, which suffered from the shell attacks today."

Besides, the parties came to an agreement that withdrawal of heavy equipment from the conflict line, under direct observation of the OSCE, is possible only after overwhelming ceasefire. "It was agreed that the center for monitoring and control is to finish preparations of the general plan of withdrawal of the heavy vehicles, artillery and multiple launch-rocket systems," the press service said.

The head of state also demanded to release all POWs, along with those taken captive near Debaltseve.

Moreover, the leaders agreed that this week they will coordinate their actions over implementation of the aforementioned targets on the level of foreign chiefs.

Ukrainian side insisted that this discussion also to cover an issue of involvement peacekeepers "both along confrontation line, as well as along Ukraine-Russia interstate border," the press service stressed.
