Rada to consider cancelling law on special government order in Donbas regardless of Minsk talks – speaker

The Verkhovna Rada will consider the cancellation of the law on a special local government order in certain areas of Donetsk and Luhansk regions, Ukrainian Parliament Speaker Volodymyr Hroisman has said.

"We will certainly consider the cancellation of this law. And I think that the opinion of parliament will be consolidated, but it will be a little later," he said in an exclusive interview with Interfax-Ukraine.

When asked whether it can depend on the progress of negotiations in Minsk, Hroisman said: "I do not see the mutual relation."

In his opinion, parliament-adopted laws on a special local government order in Donbas and on preventing the prosecution and punishment of those who participated in the events in Donetsk and Luhansk regions envisaged an effective mechanism for the implementation of the peace plan of Ukrainian President Petro Poroshenko.

"Since the militants disrupted the achievement of this goal, these laws have lost their relevance," – Hroisman added.

As reported, former Parliament Speaker and incumbent Secretary of the National Security and Defense Council Oleksandr Turchynov registered in the Verkhovna Rada a bill repealing the law on a special government order in Donbas and on preventing the prosecution and punishment of participants in the events in Donbas.

In addition, the National Security and Defense Council supported the president's proposal to table in parliament a bill on cancelling the law on a special local government order in Donbas.

At a closed meeting on September 16, the Ukrainian parliament adopted the law on a special local government order in some areas of Donetsk and Luhansk regions, as well as the law on preventing the prosecution and punishment of participants in the events in Donetsk and Luhansk regions.

The first law was signed by the head of state on the same day, whereas the second document was not signed.
