No need to change Budapest Memorandum – U.S. under secretary of state

The U.S. sees no reason to change the Budapest Memorandum, Under Secretary of State for Arms Control and International Security Rose Gottemoeller has said.

At a press conference in Kyiv on Friday, she said that the memorandum was only part of the international security system and, therefore, the current crisis is not in the document, and that one of its signatories - Russia, had broken it.

Russia does not fulfill its promises, so I do not think we need to change anything in the document, Gottemoeller said.

Economic sanctions were imposed on Russia for this breach of the memorandum, she added. If Russia is ready to settle this matter with the help of the Minsk agreements, if this helps to solve the problems in the east of Ukraine and Crimea, that the sanctions regime can be abandoned, the under secretary of state said.
