Minister Avakov: No wall between Donbas, rest of Ukraine

Ukrainian Interior Minister, People's Front Military Council member Arsen Avakov has ruled out the construction of a wall between Ukraine and the territories controlled by militants.

Avakov was asked at a press conference in Kyiv on Thursday whether the wall might be built between Ukraine and the self-proclaimed Donetsk and Luhansk people's republics. "No, I do not think so, because the Ukrainian borders are determined by international conventions and the border between Ukraine and Russia is known," he said.

Ukraine does not control over 200 kilometers of the border and more than 1,500 kilometers of the Ukrainian-Russian border "require attention," Avakov continued.

"Whether the wall [along the Russian-Ukrainian border] may be lethal like in a movie, no, it may not. It is impossible to build it this way. The United States and Mexico, here is an example… Whenever we speak about Project Stina (Wall) we mean a fence but, mostly, a system of control and counteraction. I think that the wall should be built along the line of maximum danger and the line of contact on the border with the Russian Federation where the aggression has happened and where the main problem exists. This is the border of the Sumy, Kharkiv, Luhansk and Donetsk regions," Avakov said.

"We will absolutely not discuss the line of contact on which the peace process is centered as the Ukrainian border," he stressed.

This is a principal matter, Avakov said.

The Ukrainian government compelled the Defense Ministry on September 10 to spend UAH 100 million (about $7.7 million) on the reinforcement of the state border. The money had been assigned from the reserve fund of the state budget.

The construction of engineering facilities along the Russian border under Project Stina has begun and the first stage of works was due to end on September 30.

Seeking to provide public security, the government decided to suspend traffic across 16 out of 65 checkpoints on the Ukrainian-Russian border.
