Luhansk has been in a critical situation without power and water supplies and without mobile and landline telephone services for 14 days, the Luhansk city council's press service reports.

Local residents said the city was intensely shelled overnight, which caused more destruction and fires; in particular, they said the Epicenter hypermarket in the eastern part of the city was on fire.

Only vital necessities are currently available in city stores, and there are shortages of medicines and fuel.

All banks in the city have been closed, and no pensions, salaries, or social allowances are being paid now.
