Government approves resolution on committee on imposing sanctions for financing terrorism

The cabinet of Ministers of Ukraine has approved a resolution on a committee for imposing sanctions against persons supporting and financing terrorism in Ukraine.

This is stipulated in cabinet resolution No. 278 of July 23, 2014.

The government has also approved the structure of the committee. The foreign minister and justice minister are the co-chairs of the committee.

According to the resolution, the key task of the committee is the analysis and study of the state of affairs on the introduction and improvement of a procedure for applying personal sanctions against nonresidents, including Russian citizens, who support and finance terrorism in Ukraine and promoted the armed aggression of Russia and occupation of Crimea.

The committee is preparing proposals on defining a list of enterprises, institutions and organizations from other states, including Russia, which directly or indirectly finance terrorism in Ukraine, promote armed aggression by Russia, the occupation of Crimea, are involved in the creation of illegal armed units on the territory of Ukraine, the use of arms, causing explosions, arson or other actions which endangered the lives or health of people, or caused great damage to property, or caused other grave consequences.

The document also defines criteria for applying sanctions against the said enterprises, institutions or organizations from other states and nonresidents.

In addition, the committee is preparing proposals on the fulfillment of liabilities under the international convention for combating terrorism, the Council of Europe Convention on the Prevention of Terrorism, the International Convention for the Suppression of Terrorist Bombings and taking measures to punish companies which are located on the territory of Ukraine or are founded under Ukrainian law if they finance terrorism in Ukraine.

As reported, the Ukrainian government decided to create the committee on July 23.
