Kyiv should engage in dialogue with local authorities in eastern Ukraine, try to improve dialog with Russia, says OSCE secretary general

The Ukrainian authorities should hold an active dialogue with the local authorities in the east of the country and try to improve it with the Russian Federation with the support of the international community, OSCE Secretary General Lamberto Zannier has said.

Talking with reporters in Kyiv on Friday, he said they were concerned about the developments in the eastern regions of Ukraine, in particular the seizures of administrative buildings.

Zannier urged for a more active dialogue between the central government and local authorities.

The OSCE secretary general stressed the importance of discussing the amendments to the Constitution of Ukraine.

Zannier noted that the dialogue between Ukraine and Russia was very important in resolving the existing problems.

He expressed the hope that Russia will not resort to military intervention, and will not provoke unrest in eastern Ukraine. The OSCE secretary general said they had received an official statement from the Russian Federation that it has no such plans.

At the same time, he said that the reports about the concentration of Russian troops and equipment on the borders with Ukraine create certain tensions.
