No grounds to dissolve parliament – former CEC head Shapoval

Former Chairman of the Central Election Commission Volodymyr Shapoval (2007-2013) has said that there are no legal grounds for the early termination of the powers of the Verkhovna Rada, Ukraine's parliament.

"There are currently no grounds for the early termination of the powers of the Verkhovna Rada. Anything else would be a dispersal, rather than a dissolution. Excuse me, but a dispersal is a gross violation of the Constitution and usurpation of power with all the consequences that entails. I don't think that anyone will resort to that," he said at a press conference at the Interfax-Ukraine news agency on Wednesday.

Shapoval added that he sees talk of this as "horror stories and straw men."
