Parliament amends law on release of peaceful protesters

The Ukrainian parliament has introduced amendments to the law on eliminating negative consequences and preventing prosecution and punishment regarding the events that took place during peaceful protests.

An Interfax-Ukraine reporter said that 236 MPs out of the 253 registered in the session hall voted for a respective law introduced by Party of Regions MP Serhiy Kivalov.

The law foresees the exemption from criminal liability of persons suspected or accused of committing from November 21 to December 26, 2013 crimes envisaged by several articles of the Criminal Code, provided that these crimes are related to mass protests that took place during this period.

Accordingly, the law proposes closing criminal proceedings against participants in mass rallies and releasing those already convicted.

The document also demands the closure of criminal proceedings that were opened against those who were not notified of being under suspicion.

The exemption of protesters from criminal liability and penalties is imposed on the courts and in terms of the closure of criminal proceedings on prosecuting agencies.

Commenting on this law, the leader of the Party of Regions faction in parliament, Oleksandr Yefremov, said that the adoption of amendments to the law on the amnesty of Euromaidan participants would help execute the previously adopted amnesty law.

"This was done so that the previous law could work. Lawyers and law enforcement officials introduced respective amendments, and they guarantee that after the adoption of this law the law that we adopted initially will work," he said at a briefing in Kyiv on Thursday.

A Channel 5 correspondent said that according to Yefremov, the law also applies to law enforcement officers.
