OSCE Ministerial Council fails to adopt document on protection of journalists' rights - Ukrainian foreign minister

The participants in an OSCE Ministerial Council meeting in Kyiv failed to adopt a document concerning the protection of journalists' rights, Foreign Minister Leonid Kozhara of Ukraine, the country holding the OSCE chairmanship in 2013, said at a press conference on Friday.

"The Ministerial Council was discussing a decision regarding journalists' rights throughout the session. Unfortunately, this decision was not made," Kozhara said.

Ukraine supported the adoption of this decision along with numerous other OSCE members, he said.

"We will certainly support the adoption of this decision within the OSCE framework in the future," he said.

Asked what prevented the participants from adopting the document, Kozhara said: "I personally did not take part in the negotiations."

OSCE Secretary General Lamberto Zannier said in commenting on the situation that, despite the document was not adopted, this does not mean that the debates on it have been stopped.

Kozhara said the Ministerial Council also adopted a declaration on continuing the Helsinki+40 process and updated the OSCE principles on nonproliferation of weapons, taking into account new challenges in this area.

The Ministerial Council also adopted a decision on the economic and environmental dimension, he said.

"We decided to work toward reducing the energy production's impact on the environment," he said.

The OSCE Ministerial Council also passed two documents on the human dimension, which concern freedom of thought, conscience, religion and beliefs and the protection of the Roma and Sinti peoples, he said.
