There are still no conditions in Ukraine to start implementing administrative and territorial reform, an adviser to the Ukrainian president and head of the main department for constitutional and legal modernization, Maryna Stavniychuk, has said.

"Today the issue concerns the implementation of administrative and territorial reform. There are still no conditions, including economic and social, for us to talk about the beginning of serious actions to implement administrative and territorial reform," she said at a news briefing in Kyiv on Thursday after a Council of Regions meeting.

Deputy Head of Ukraine's Presidential Administration Serhiy Larin, in turn, said that no reform can be started without taking into account the interests of the people.

"People should realize that it's necessary to unite to so that they can appreciate improvements in their lives," he said.
