Ukrainian President Viktor Yanukovych has ordered by September 2013 to approve a plan of measures on the transfer of relations in the apartment block management (servicing and maintenance) sphere to the market relations by 2015.

This is stipulated in a national action plan for 2013 on the introduction of the economic reform program for 2010-2014 entitled "Prosperous Society, Competitive Economy, and Effective State" approved by the president and posted on the Web site of the head of state.

Under the order, the measures should aim at free choice of ways of managing joint property of a house or persons who manage property under agreements, companies which provide housing and utilities services without agreeing them with local self-government agencies.

In addition, the setting of free (agreed) prices on management services should be foreseen.

The Regional Development, Construction, Housing and Utilities Economy Ministry is responsible for the implementation of the order.

In addition, the president instructed by January 2014 to submit a draft law on regulation of operation of managers of joint property of apartment blocks, foreseeing the defining of a management service, requirements to managers and a procedure for control over the quality of services provided by them and their responsibility. Ukrainian Prime Minister Mykola Azarov and the Regional Development, Construction, Housing and Utilities Economy Ministry are responsible for the implementation of the order.
