Russia may agree to seek Ukraine's clearance for movement of Black Sea Fleet units, reads newspaper

Russia may agree to make a concession to Ukraine regarding clearance of movements of the Black Sea Fleet units outside their bases, although no final agreement has yet been achieved on this matter, the Dzerkalo Tyzhnia Ukraine weekly has reported citing sources familiar with the process of negotiations.

The sources said Russia does not object to it that the agreement stipulate that all movements of the Black Sea Fleet units be previously cleared by Ukrainian authorities.

However, the agreement has still not been signed as Kyiv and Moscow have not yet reached a compromise on the two key points, Dzerkalo Tyzhnia said.

First of all, the parties differ on whether such movements have to be cleared by Ukraine even in emergency situations. Kyiv argues that even in such situations clearance be obligatory, while Moscow insists that it should only have to notify the Ukrainian authorities of such movements in emergencies.

Secondly, the diplomats failed to reach a consensus on the rules of inspection of Russian road vehicles moving outside their bases by Ukrainian authorities.
