Creation of 112 emergency phone system could be completed in three years, says head of state-owned enterprise

The creation of the 112 emergency phone system in Ukraine could be completed in three years if there is stable funding, the director of the state-owned Center for Civil Security 112, Tyberiy Bolvari, has said.

"There are many organizational tasks that have to be resolved. Given stable funding, such a project could be implemented in three years," he said at a roundtable in Kyiv on Monday.

Bolvari said no funds were envisaged in the state budget for 2013 for the creation of the 112 system.

"But this does not mean that the implementation of the project has been suspended. The absence of funding does not stop the process of the implementation of the project to create the 112 national system," he said.

He said that the Ukrainian Emergencies Ministry was currently being reorganized into the State Service for Emergency Situations.

"I'm confident that this reform will help not only introduce new standards for the activity of rescue forces, but also give a significant impetus to the introduction of the 112 system," he said.

Bolvari said that the approved provision on the State Service for Emergency Situations envisages that among its tasks is ensuring the introduction of the 112 emergency phone system.

As reported, on November 14, 2012, the Cabinet of Ministers approved a resolution on the approval of the 112 emergency phone system, which determines the legal and organizational framework for the 112 system.

On March 13, 2012, the Verkhovna Rada adopted a law establishing the 112 emergency phone system. The law provides that the single 112 number will replace several numbers of emergency services – 101 (fire), 102 (police), 103 (ambulance), 104 (gas explosions). At the stage of its implementation, the 112 will be used simultaneously with the numbers of other emergency services.
