Import for defense, people to be without VAT, duties and bureaucracy – Zelensky

The government of Ukraine has worked out solutions for a complete reset of customs, which will make it possible to facilitate and speed up the import of goods necessary for defense and people as much as possible, President Volodymyr Zelensky said in a video message on Saturday night.

"Cargo for our defense, for our people will be brought to Ukraine as easily as the laws of physics allow. We are removing absolutely all bureaucracy, all paperwork, as well as VAT, duty – all customs payments," the head of state said.

"The goal is absolutely clear: so that the human factor does not interfere with the speed of delivery of goods – they are much needed right now," Zelensky explained.

According to him, head of the Verkhovna Rada Ruslan Stefanchuk and relevant committees are working to ensure that innovations are supported by MPs.

"I emphasize that this decision is necessary for the defense of the state, to support normal life during martial law. I would like to advise individual MPs not to cheat on this issue. This is for our state, and not for the government or for the opposition," the President of Ukraine said.

Earlier on Friday, Prime Minister Denys Shmyhal specified that a declarative principle would apply: those wishing to remain on the common system would pay only VAT, while such registration would take no more than 15 minutes. Those who simply want to import goods into Ukraine without any customs clearance will fill out a cargo customs declaration in advance and drive through.

Shmyhal noted that the resolution of the Cabinet of Ministers has already been adopted, now the Verkhovna Rada should, as soon as possible, exempt all goods that are going to Ukraine from duties and VAT.
