Govt settles issue of blocking mobile numbers of subscribers

The Cabinet of Ministers of Ukraine has settled the issue of blocking mobile numbers and restricting the volume of telecom services for mobile communications subscribers.

The resolution amending the rules of providing and receiving telecom services was adopted by the government on Wednesday.

The draft document was earlier approved by the National Commission for Communications and Informatization Regulation (NCCR).

The commission worked on the rules since early 2016.

The rules provide for the uniqueness of defining notions; compulsory notification of subscribers about the grounds for reduction or termination of services, indicating the terms and conditions for their renewal; and the obligation to record the facts of violation by drawing up the relevant act in paper or electronic form by the operator.

The amendments also provide for the inadmissibility of reducing or terminating the provision of services on the basis not foreseen in the rules and legislation and at the same time establishing an exhaustive list of grounds for the reduction or termination; the inadmissibility of charging subscribers with additional costs when restoring the provision of services; the need to register an anonymous subscriber when unauthorized interference with the operation of telecommunications networks and the sending of spam by the consumer is recorded.
