President of Ukraine Petro Poroshenko has said that Ukraine is already implementing the NATO Membership Action Plan unilaterally, and does not exclude that he will initiate an appropriate nationwide referendum.

"Without formal approval of the Membership Action Plan, we nonetheless carry it out on an unilateral basis," he said, speaking with an annual message at the parliament on Thursday.
