Platinum Bank's assets assessed by independent appraisers 72% less than mentioned in bank's accounting papers

Independent appraisers have assessed assets of public joint-stock company Platinum Bank (Kyiv) at UAH 2.33 billion, and their cost in accounting papers of the bank is UAH 8.307 billion. The payment of the guaranteed sum to depositors of the bank exceeded UAH 4.669 billion.

According to a posting on the website of the Individuals Deposit Guarantee Fund, the executive directorate of the fund approved the liquidation assets of the bank.

The fund said that credits issued to companies and individuals total 81.8% of the liquidation assets. In paper the cost of the credit portfolio is UAH 2.817 billion, while the independent appraisal showed UAH 174.06 million (94% less). It could be explained that almost 95.5% of the credit portfolio of companies are credits issued to affiliated companies. The debt on them is UAH 2.686 billion. The appraised cost of these credits is UAH 110.75 million or 4.1% of their balance sheet value.

As for the credit portfolio of individuals, as of April 1, 2017, the debt under credit agreements was UAH 3.978 billion, including 26.2% of the portfolio are credits issued to borrowers who are registered in the ATO zone and Crimea. Their appraised value is only 4.8% of their balance sheet value – UAH 984.66 million and UAH 46.93 million respectively.

The National Bank of Ukraine (NBU) by decision No. 95-RSh dated February 23 approved the fund's proposal to revoke the banking license and liquidate the bank.

The NBU board on January 10, 2017 declared Platinum Bank insolvent because as of January 1 the bank had not reached the positive value of capital.
