Ukrzaliznytsia to create compliance office to combat corruption

The Board of public joint-stock company Ukrzaliznytsia has decided to create a subordinate compliance office responsible for identification, management and control of business practice compliance risks.

The company’s press service reported that Ukrzaliznytsia will combat all possible aspects of corruption and fraud among its employees and subcontractors with the help of the new office. The company would support effort to prevent corruption via the introduction of international internal supervision standards.

International expert Carsten Mahnke has been invited to work on the creation of the office. He is an advisor to the Ukrainian infrastructure minister. He has a 20-year experience of work as an international lawyer.

"We would thoroughly appraise corruption risks in all divisions of Ukrzaliznytsia. We will design rules and standards guaranteeing transparency and reduction of corruption risks," a board member of Ukrzaliznytsia, Yevhen Kravtsov, said.

Mahnke said that one should not reinvent a wheel in designing of the rules. Regional and global standards set up by the United Nations, the Organization for Economic Co-operation and Development (OECD), the Council of Europe and other authorities will be used.

"I'm sure that we will take into account best practices of our colleagues all over Europe and beyond it. We will also focus on tight cooperation with civil society along with the above-mentioned standards," he said.
