Transit from Ukraine to Kazakhstan via Russia to go through two control posts on border with Belarus, three on border with Kazakhstan

The Russian government has decided which control posts on the borders with Belarus and Kazakhstan will be used in cargo transit from Ukraine to Kazakhstan.

The list of the control posts was presented in a resolution of the Russian government published on the official legal information portal.

The Krasnoye stationary control post on the 456th kilometer of the M-1 Belarus route and the control post at the Smolensk-Sortirovochny railroad station will be involved in the transit on the Russian-Belarusian border.

The mobile control post on the 132nd kilometer of the A-310 route, the mobile control post on the 180th kilometer of the A-300 route and the control post at the Ozinki railroad station will support the transit on the Russian-Kazakh border.

The Federal Service for Supervision of Transport was ordered to provide the use of identification means (seals), including those operating on the basis of the Glonass global navigation satellite system's technology, by motor vehicles involved in the cargo transit.

The resolution was signed to fulfill the Russian president's decree "On Measures in the Provision of Economic Security and National Interests of the Russian Federation in International Cargo Transit from the Territory of Ukraine to the Territory of the Republic of Kazakhstan via the Territory of the Russian Federation."

It was signed in connection with the suspended validity of the free trade zone agreement with Ukraine on January 1, 2016.

The decree requires that international motor and rail cargo transit from the territory of Ukraine to the territory of Kazakhstan via the territory of Russia be conducted exclusively from the territory of Belarus "on the condition of use of identification means [seals] in cargo bays [compartments] of vehicles and rolling stock, premises, containers and other places where goods are or may be present, including those operating on the basis of the Glonass global navigation satellite system's technology, and on the condition of record cards possessed by drivers of motor vehicles providing the transportation."

"Identification means [seals], including those operating on the basis of the Glonass technology, shall be placed [removed] in motor and rail transportation in the entry into the territory of the Russian Federation [departure from the territory of the Russian Federation] at stationary or mobile control posts and control posts situated at railroad stations," the document said.

Drivers of motor vehicles providing the transportation are compelled to receive record cards from stationary or mobile control posts upon their arrival in the territory of Russia from the territory of Belarus and to submit these record cards to stationary or mobile control posts in their departure from the territory of Russia.

Record cards shall be deemed invalid in case drivers of motor vehicles violate the procedure for placing, removing and applying seals, including those operating on the basis of the Glonass technology.

The Russian government is ordered "to establish requirements for identification means [seals], including those operating on the basis of the Glonass technology, the procedure for their placing [removal] and application in motor and rail transportation, and the procedure for the issue [submission] of record cards."
