Cabinet proposes restricting possibility of amending budget throughout the year – finance minister

The Cabinet of Ministers of Ukraine has proposed that amendments are made to legislation that will restrict the possibility of changing the budgetary framework throughout the year, Finance Minister of Ukraine Natalie Jaresko told reporters at a press conference on Tuesday.

"Saving the country from the overwhelming bloating in the future we propose that a clear list of cases when amendments to the budget could be made throughout the year," she said.

Jaresko said that if the amendments to the budget are linked to the change of the budget deficit of macroeconomic projections, only the Cabinet of Ministers will have the right to make these changes and only if the budget targets are over-fulfilled for the period of three quarters or the budget falls short of revenue at the end of the quarter.

She said that lawmakers will be able to amend the budget only under agreement with the Finance Ministry and only within the redistribution of funds.

"This will allow preventing uncontrolled growth of public expenses and the budget deficit throughout the year, as this results in the state debt overhang," the minister said.

Jaresko said that the adoption of these requirements is also the condition for receiving the third tranche of the macro-financial assistance of EUR 600 million from the European Union.
