Naftogaz Ukrainy proposes proportional distribution of gas to all categories of consumers by all market players

National joint-stock company Naftogaz Ukrainy has proposed that gas is proportionally distributed to all categories of consumers, including industry, households and heat supply companies, by all market players, the press service of the holding has reported.

The press service said that the proposal was sent to the Secretariat of the Energy Community and gas market players.

"Naftogaz proposes introducing transparent rules for sale of gas on the Ukrainian market, taking into account the proportionality principle, in particular, the proportional distribution of liabilities on the provision of all categories of consumers in Ukraine (including households and heat supply companies) with gas in the conditions of the state regulation of prices of natural gas and the creation of the reserve gas stock in underground storage facilities by each market player," reads the report.

The state holding is convinced that the said principles are in line with the requirements of European law, including the Agreement on the Foundation of the Energy Community ratified in Ukrainian law No. 2787-VI of December 15, 2010 and Directive 2009/73/EU of July 13, 2009 concerning common rules for the internal market in natural gas, the introduction of which in Ukrainian internal law is obligatory under the Agreement on the Foundation of the Energy Community and the Association Agreement with the EU.

"Today, Naftogaz Ukrainy is a discriminated gas market player due to the liability to fulfill functions of supplier of gas to categories of consumers with benefits and the guaranteed supplier," the holding said.

Naftogaz Ukrainy unites oil and gas production assets in Ukraine, and is the country's gas transit, underground gas storage, and oil pipeline transportation monopoly.
