Court of appeals upholds allocation of land by Kyiv city for Bionic Hill innovation park

The administrative court of appeal in Kyiv has decided not to declare invalid the decision of Kyiv City Council to allocate the territory of a former military unit for the construction of the Bionic Hill innovation park, and the court only partially satisfied the claims of seven residents of the former military unit No. 136, declaring that land on which their houses are staying is not part of the project.

According to a Tuesday press release of Bionic Hill, the ruling was issued on August 4, 2014.

"The court ruling does not change anything in general. We did not plan to build anything on the plot where old houses are staying. They are located hundreds meters far from the facilities of the first phase. We hope that the moving of residents to new places will be finished in the near term," reads the report, citing Bionic Hill President Viktor Halasiuk.

He said that the Defense Ministry and Stolytsia Centrobud company are moving the residents of military unit No. 136 to the new places. Stolytsia Centrobud was not the party in the hearing and the company has no concern with the park.

"As far as we know, the sides reached an essential agreement: 24 out of 34 families have been moved and they are living in new apartments with decorations," he added.

According to the press release, on February 5, 2014, the court of first instance – the district administrative court of Kyiv – confirmed the lawfulness of the creation of the innovation park.

Bionic Hill is a first innovation park in Ukraine designed to form Eastern-European platforms in the capital of Ukraine to develop high-tech business.

The innovation park of 147 hectares will be built in Sviatoshynsky district in Kyiv. The park will have business centers, a research and education complex and a high-tech production zone.

The construction of the park is being delayed as the company is waiting that Kyiv authorities will install utility networks and build a road.
