Russia not implementing Geneva agreement – Ukrainian Foreign Ministry

Russia has demonstrated no signs of willingness to implement the Geneva agreement, according to a statement released by the Ukrainian Foreign Ministry on Monday evening.

"Due to the lack of support for separatists from the public in the eastern regions of Ukraine, Russia is looking for new ways to destabilize the situation in the region, preparing and realizing numerous provocations through its agents... The illegal armed groups controlled by the Russian special services continue to operate to destabilize the situation in the eastern regions of our state and create grounds for a new stage of military aggression from Russia," reads the statement.

At the same time, the Ukrainian Foreign Ministry demanded that the Russian side, in accordance with the Geneva accords, "publicly dissociate itself from armed separatists and provocateurs, urge them to immediately lay down their arms and vacate the occupied administrative buildings, condemn the seizure by them of hostages, including journalists, as well as cases of xenophobia and anti-Semitism that are spread by separatists."

The statement notes that the Russian Foreign Ministry, "as well as the Kremlin-controlled media, has begun in the last few days another wave of disinformation to mislead the international community regarding the real reasons for the explosive situation in the eastern regions of Ukraine."

"We are obliged to officially state once again the absence of any evidence of the involvement of the Right Sector in the bloody shoot-out in Sloviansk, and therefore that the unfounded and baseless accusations by the Russian side are intended to conceal their subversive activities," reads the document.

The statement notes that Ukraine has recently taken measures within the agreements reached in Geneva on April 17.

"The active phase of the antiterrorist operation, the main task of which is to prevent civilian casualties, has been put on hold. The Ukrainian government has tabled in the Verkhovna Rada a bill on an amnesty for participants in mass disturbances, which will apply to protesters who surrender weapons and free the captured administrative buildings, apart from suspects who committed severe crimes. The Interior Ministry and SBU are continuing to seize illegal weapons from the public," reads the statement.

The document also notes the adoption by the Cabinet of Ministers on April 17 of a resolution on organizing the discussion of the provisions of amendments to the Constitution of Ukraine on the decentralization of state power, as well as the stepping up of work on the implementation of a strategy for local government reform and territorial organization of power in Ukraine.

"Ukraine is openly and transparently implementing the Geneva agreement, while constantly providing information to the media and the public, in close coordination with the OSCE special monitoring mission in Ukraine, representatives of the Swiss Chairmanship of the OSCE, the United States, the EU and the Russian Federation," the ministry said.

"Ukraine urges the Russian side to stop avoiding its responsibilities, put an end to its constant attempts to thwart the implementation of the Geneva agreements, and ensure the fulfillment of its obligations through real actions," reads the statement.
