Parliament ratifies financial agreement between Ukraine and EIB on transport network recovery

The Verkhovna Rada has ratified a financial agreement between Ukraine and the European Investment Bank (EIB) aimed at restoring transport networks.

A total of 270 members of parliament voted in favor of the corresponding bill (No. 0368) at the final reading during a plenary session on Wednesday.

According to the explanatory note, under the agreement the European Investment Bank will provide Ukraine with financial support in the form of a EUR 134 million loan to finance priority investment needs in the road sector. The project is aimed at the reconstruction and development of key export routes, provision of advisory services for supervision, co-financing of approved projects under the EU’s Connecting Europe Facility designed to improve cross-border infrastructure within the EU Solidarity Lanes initiative, as well as urgent recovery and major repairs of damaged national road infrastructure.

Implementation of the project will help restore critical components of the transport system and ensure the functionality of economically significant western transit corridors linking Ukraine with Poland, Romania, and other EU countries.

The financial agreement Improvement Road Networks Solidarity Lanes Initiative between Ukraine and the EIB was signed on July 10, 2025, in Rome, Italy.
