The Verkhovna Rada, Ukraine's parliament, has passed at second reading a law on the state land cadastre which cancels state acts on the ownership right to land plots from 2013.
A total of 260 lawmakers registered in the session hall voted to adopt the law on Thursday.
Presenting the law at the parliament, one of its authors, Roman Tkach of the Our Ukraine- People's Self-Defense faction, said that 234 amendments were proposed for the law by its second reading, and 59 of them were rejected.
This law establishes legal, economic and organizational principles of activities related to the state land cadastre.
The land cadastre will contain data on land plots: their cadastral number, location, borders, area, quality of land, use, limitation in land use, monetary value etc.
The holder and administrator of the land cadastre is the central executive agency in charge of land resources.
Earlier, Head of the State Agency for Land Resources Serhiy Tymchenko said that they plan to launch an automated land cadastre system by the end of this fall. Tymchenko said that by that time the system would include data on owners and the borders of all of the land plots. The database will be expanded with other information on land plots, in particular, their purpose, quality and other parameters.
According to Tymchenko, it will take two or three years to fill up the database.
He said that it will be free of charge to enter the land cadastre system and all information will be open, apart from the personal data of individuals.
The bill on the state land cadastre was passed at first reading on May 19, 2011.
The sale and purchase of agricultural land are currently banned in Ukraine. It will last until laws on the state land cadastre and on the land market come into force.
The bill on the land market was passed at first reading only in June 2011.
