Only four out of the 487 Ukrainian printing shops that have printed voting ballots for upcoming local elections to take place on October 31 have the necessary licenses to do this job, said Oleksandr Turchynov, a deputy head of the Batkivschyna opposition party.
"The ballots for the October 31 elections are being printed at 487 printing facilities. Thirty of them have some licenses. And only four have Finance Ministry certificates authorizing them to print high security documents," Turchynov said at a press conference in Kyiv on Friday.
In fact, this means that less than 1% of all ballots have been printed at facilities authorized to do so, he said.
Turchynov suggested that this violation gives reasons to presume that the upcoming local elections will be rigged.
