Poroshenko alarmed with slow digitization of land cadastre

Ukrainian President Petro Poroshenko is alarmed with the slow digitization of the public land cadastre. The digitization reaches some 50%, according to various assessments.

"I am alarmed with the state of affairs in the land cadastre concerning the digitization of the land cadastre. According to various assessments, today some 50% of data has been digitized. This is totally unacceptable. We speak about this with the government. We had a separate program of the World Bank and near $80 million were provided for this. The issue of the land market, the continuation of land reforms, the fight against asset-grabbing is out of the question if we do not have a transparent and efficient register," he said last week at a meeting of the National Reforms Council.

Poroshenko said that on October 24, during the session of the Regional Development Council, it was decided that in the near term a bill that would relax the registration of ownership rights to land, make it transparent and eliminate space for corruption would be submitted.

According to him, as a stimulus for the united territorial communities, they will get the right to administer land parcels that were at the disposal of the central government.

"I think this is a continuation of our policy of decentralization," the president said. In this regard, the head of state once again urged the communities to unite so that they can get this right.

The president said that the important task is to eliminate double registers that are an atmosphere for land grabbing.

"We must have a single register. It is suggested that the State Land Cadastre Centre has this register," he said.

Poroshenko said on his Twitter page that the State Land Cadastre has no information about 5 million land parcels and it has 65% of data.

"I set a task in shortest terms, before December 31, 2018, to fill in the cadastre with data by 100%, digitizing all paper data," the president said,
