Industry Ministry proposes introducing three-year plans in the scope of budget programs

The Industry Ministry of Ukraine has said it is necessary to transfer to three-year terms of planning for the realization of national programs, and amend the Budget Code respectively.

"We decided to introduce a system of medium-term planning of budget programs, and make relevant amendments to the Budget Code, which currently doesn't give opportunity to plan for more than one budget year," Deputy Industry Minister Vitaliy Nemylostyvy told Interfax-Ukraine.

Explaining the initiative by the ministry, he noted that the switch to medium-term planning would mean, in particular, that the ministry would not have to hold tenders for supplies of aviation, railway, automobile, and military equipment every year.

"When, for example, the program of development of the Armed Forces is projected until 2015 and the same producers of this equipment participate in a tender, there is no sense in holding [a tender] every year: we have some producers and other ones are unlikely appear," Nemylostyvy said.

According to him, the ministry hopes for the support of the Cabinet of Ministry and the Verkhovna Rada regarding this issue.
