Prymorsky District Court of Odesa on January 11, 2017 suspended order of Ukraine's Infrastructure Ministry No. 1-o dated January 6, 2017 reshuffling acting head of the state-run enterprise Ukrainian Sea Port Authority until the decision in this civil case is made.
Acting Head of Ukrainian Sea Port Authority Yuriy Nakonechny filed the claim.
Earlier the Ukrainian Sea Port Authority said that on January 10, 2017 the authority received Infrastructure Ministry order dismissing Nakonechny from the post of acting head of the authority and appointing Serhiy Hronsky to the post. The document was signed by the director of the communications and analytical department of the ministry.
The authority saw some infringements in the document. According to the law on the civil service and the law on the central executive power agencies, only the secretary of the ministry is authorized to appoint and dismiss heads of enterprises managed by the ministry. According to government resolution dated December 28, 2016, Andriy Halushcak was appointed secretary of the Infrastructure Ministry.
In addition, the authority said that the tasks of the communications and analytical department and its director is drawing up of draft documents and operating decisions, materials, orders and instructions of top managers and fill in the website of the ministry.
The press service of Ukraine's Infrastructure Ministry reported that Latvian citizens and port specialists Raivis Veckagans will be appointed acting chairman of state-run enterprise Ukrainian Sea Port Authority.
"Despite many attempts of the government and Infrastructure Ministry of Ukraine to normalize operations of the Ukrainian Sea Port Authority, this enterprise is the example of inefficiency, corruption and abuse of power. There are many questions about management of the authority. There was no larger resistance of top managers of the enterprise to any proposals of the ministry to settle its operations. We are reshuffling top managers of the Sea Port Authority. This will be a first step in the large-scale reform of the maritime sector," Infrastructure Minister Volodymyr Omelyan said.
He said that he announced the changes early December 2016.
"Maybe, this induced the top managers we are reshuffling to add bonuses of UAH 700,000-1.5 million per person for December. These are only official bonuses. We can only imagine the scale of abuse of office at the state-run enterprise," the minister said.
He also said that the ministry appointed Hronsky acting chairman of the Ukrainian Sea Port Authority to normalize the operation of the enterprise.
