Kyiv's business court of appeals upheld the ruling of a court of lower instance declaring valid the agreement to introduce the mobile number portability (MNP) service between SI Center and the Ukrainian State Center of Radio Frequencies (UCRF).
"This is a great leap from vagueness society saw for almost one year. With pleasure we start executing the court ruling and the agreement. Each Ukrainian will be able to feel all advantages and opportunities of the MNP service this year," UCRF Executive Director Vadym Hulko wrote on his Facebook page.
He told Interfax-Ukraine that according to the agreement, from the moment of the court decision SI Center has 85 days to launch the MNP service.
"In three months – tentatively in April – we expect that the MNP service will be launched in the test mode," he said.
Hulko said that UCRF would do its best, including in relations with mobile operators, so that all mobile communications user are able to use the service soon after the test launch.
As reported, late October Dialink LLC decided to challenge a ruling of Kyiv's business court dated October 21, 2016 declared valid the agreement to introduce the MNP service.
UCRF on January 25, 2016 chose Dialink LLC to buy software and equipment required to introduce the MNP service. SI Center that was not allowed to participate in the assessment phase of the tender but filed the cheapest bid and its partner Teletech successfully challenged the results of the tender in Ukraine's Antimonopoly Committee.
UCRF decided not to challenge the committee and stuck to all its recommendations. SI Center was announced the winner of the tender on April 21.
