Ukrainian President Petro Poroshenko has signed law No. 180-VIII "On amending Article 186-1 of the Land Code of Ukraine regarding the simplification of the procedure on the approval of land-utilization plan," the President's press service reported on Saturday.
The law simplifies the procedure realizing citizens' rights to receive land parcels from the state or communal ownership without charge. In addition, the law makes it more difficult to delay the approval of land-utilization plans.
According to the press service, there is currently a problem of the employees of corresponding government agencies delaying the approval of the land-utilization plan and their demanding that certain shortcomings be eliminated without providing a full list of what has to be corrected. The elimination of such shortcomings lasts for years; citizens pay a lot of money to reprocess the documents and can't realize their rights which are guaranteed by the constitution.
"Thus, this legislative initiative is to establish clear requirements for the corresponding government agencies [so that they] would present a detailed list of remarks to be corrected by persons who filed documents for the approval of land-utilization plans," reads the statement.
The Verkhovna Rada of Ukraine adopted the law on February 11.
