Cabinet posts implementation plan for EU-Ukraine Association agreement consisting of 488 points

The Ukrainian government's plan of measures to implement the Association Agreement between the European Union and the European Atomic Energy Community and their member states, on one side, and Ukraine on the other for 2014-2017 consists of 488 points and 121 pages.

According to the text of the plan approved under decree of the Cabinet of Ministers No. 847-p dated September 17 and posted on the government's Web site on Friday, its measures are divided into six chapters coinciding with the Association Agreement: from political dialogue to the justice system, and trade, economic and financial cooperation.

Chapter 4 on "Trade and Trade-Related Issues" was approved with a condition: "The deadline for the coming into effect of laws and regulations that were developed to implement this chapter are established according to the EU-defined conditions regarding temporary implementation of the Association Agreement or depending on Russia's imposition of restrictive measures against trade with Ukraine."

As reported, on September 12, Russia, Ukraine and the EU during negotiations in Brussels reached agreement according to which the clause of Ukraine's Association Agreement with the EU sensitive for Russia will not be applied until early 2016. On Tuesday, the European parliament and the Ukrainian parliament ratified the document.

In turn, Russian Prime Minister Dmitry Medvedev signed a decree introducing customs duties on Ukrainian goods on September 19.

"These duties will be introduced if Ukraine begins applying the economic articles of the agreement [on association with the EU] before the stated date [January 1, 2016], that is, begins legal implementation or practical implementation of these provisions," he said.

Earlier, Russian Economic Development Minister Alexei Ulyukayev said that Moscow expected Kyiv to formalize the postponement of the implementation of the EU Association Agreement in documents not to introduce customs duties on Ukrainian goods.

In turn, Ukrainian party noted that it didn't have to introduce any additional documents, as EU documents were sufficient for the postponement.
