MPs invent new method for voting under 'special circumstances'

MPs Andriy Portnov (Bloc of Yulia Tymoshenko) and Roman Zvarych (Our Ukraine-People's Self-Defense) have proposed introducing a new method of voting under "special circumstances" - an open ballot in written form.

A respective bill amending the Verkhovna Rada's regulations was registered in parliament on Wednesday.

The authors of the document proposed that voting sheets be used during the vote.

"It has been proposed to use this method of vote under special circumstances, in particular, if people's deputies block the rostrum, physically hinder the work of the electronic [voting] system, or if they do other things that prevent the holding of an open ballot in another way," reads an explanatory note to the document.

According to the bill, voting sheets are drafted and submitted by the factions that want to participate in the vote after the speaker reports on the circumstances that prevent the holding of an open ballot in any other way.
