Sevastopol should radically change the investment policy, First Deputy Head of Sevastopol City Administration, Serhiy Savenkov, has said.
“The attraction of investment in Sevastopol is our weak link. Last year foreign direct investment (FDI) came to UAH 124 million. This is a drop in the ocean, so the investment policy will be radically changed,” he said in the Sevastopol television and radio broadcasting company.
He said that a special attention will be paid to the continuation of deregulation in all the directions and expansion of the single window possibilities – the administrative service center.
“We’ll create a concept of the effective single window, which will act as an interface between potential investors and the interested organizations in Sevastopol,” he said.
He said that 10 land plots will be put up for sale in Sevastopol aimed at attracting investment, the city is working on the creation of industrial and technological parks. The official also said that the introduction of a regional development mechanism (the attraction of government-secured loans) will help making a breakthrough in the city’s investment policy.
“The mechanism gives a chance to city authorities to more actively present the investment potential of Sevastopol both inside the country and on foreign markets,” Savenkov said.
He also lays his hopes on the European Union’s FDI promotion in Sevastopol project, one of the key goals of which is the selection of at least three projects with the investment potential of up to EUR 10 million and three projects with the potential from EUR 20 million to promote them to investors.
“We need a serious analysis and designing of concrete proposals especially in the IT sphere, in which foreign companies could be involved, and prepare tender proposals for potential foreign investors. We hope that foreign experts attracted to the implementation of the project will help us in this,” he said.
Savenkov also said that the designing of the project on interregional and transboundary cooperation of Sevatopol for 2013-2015 is being finished. The presentation of Sevastopol in the European Union is being prepared.
“In the second quarter of 2013 it is planned to present the investment opportunities of Sevastopol in Brussels in the EU Committee of the Regions. The above-mentioned things are to change the situation with attraction of investment to Sevastopol,” he said.
