The functions of engineering, construction and quality control of roads in Ukraine are to be separated, Prime Minister Mykola Azarov has said.
"We're solving this difficult problem right now. How is it that one agency unites engineering, construction and quality inspection? One agency is in charge of all these. But if I design, build and approve my work, how will I grade myself?" the premier said in an interview with the country's major TV channels on Tuesday.
According to Azarov, these functions should be distributed among relevant agencies.
"One organization should design [roads] in compliance with modern requirements, another organization should undertake to build them, and the third organization should approve them. It seems so simple, but why has not it been done?" Azarov said.
The premier also promised that Ukraine each year the volume of road construction would increase, in particular on major transport routes to Europe.
At present, the State Agency of Automobile Roads of Ukraine (Ukravtodor) is the main organization in charge of designing, construction and controlling quality of roads in the country.
