Associate Professor at the Taras Shevchenko National University of Kyiv Mykola Hnatovsky has been elected as the second vice president of the European Committee for the Prevention of Torture.
The committee elected its leadership on March 7, Interfax-Ukraine learned at Permanent Mission of Ukraine to the Council of Europe.
Letif Huseynov, professor of public international law at Baku State University, was re-elected as the president of the committee.
Marzena Ksel from Poland was elected as the first vice president.
These three members constitute the Committee's Bureau.
The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment is the anti-torture committee of the Council of Europe. The committee organizes inspection visits to places of detention, in order to assess how inmates are treated.
After each visit, the committee sends a detailed report to the concerned state. The committee also requests a detailed response to the issues raised in its report.
Members of the committee are independent and impartial experts from a variety of backgrounds, including law, medicine and the justice system. They are elected for a four-year term by the Committee of Ministers of the Council of Europe and can be re-elected twice. One member is elected from each member state.
