Russian Federation Council ratifies agreement with Ukraine on work of border guards in both countries
The Russian Federation Council has ratified an agreement with Ukraine on border cooperation, which is aimed at creating an international legal framework for cooperation in exercising joint controls over the crossing of the Russian-Ukrainian border.
The document states that "joint control is exercised at road and railway border crossings, and can also be exercised during the movement of passenger trains between railway crossing points across the Russian-Ukrainian state border."
The agreement, in particular, determines "the order for the exercising of controls by the supervisory bodies of one state on the territory of another state."
Thus, in accordance with domestic laws, border guards of both countries have the right "to wear uniforms and ID badges, carry and use special means of protection to prevent threats to life and health, as well as to detain persons who committed offenses, and use dogs in their activity."
