A prosecutor at a High Anti-Corruption Court (HACC) hearing on selecting a preventive measure for Iryna Mudra, former deputy head of the Presidential Office who is suspected in corrupt money-laundering and raiding schemes, justified the UAH 150 million bail amount the prosecution is seeking as an alternative to pretrial detention, saying the suspect’s total assets amount to UAH 250 million.
Laying out the risks, the prosecutor said in his remarks that Mudra has connections within the border service that could facilitate her leaving the country. The prosecutor also cited materials from covert investigative (search) actions indicating she concealed crimes and was aware that covert measures might be carried out against her. "Certain measures of concealment and counter-surveillance were taken," the prosecutor said.
Drawing on the covert investigative materials, the prosecution representative said Mudra maintains extra-procedural communication with representatives of the judiciary and has influence over specific judges.
"The risk of absconding is closely tied to one’s financial standing," he said.
Summarizing data on Mudra’s wealth, drawn both from her asset declaration and from findings by anti-corruption agencies, the prosecutor said the suspect owns an apartment of more than 57 square meters currently worth upward of UAH 8 million, a parking space, and an unfinished construction property.
In addition, according to the prosecutor, the suspect owns valuable jewelry, including a diamond ring, a Cartier bracelet, and an expensive wristwatch. Some of the jewelry, the prosecutor said, is undeclared. The prosecution also says Mudra owns securities and holds funds in accounts in dollars, euros, hryvnias and shekels.
The prosecutor further said that, based on her conversations recorded as part of the covert investigative actions, Mudra owns a Range Rover worth EUR 120,000 and proceeds from the sale of an apartment in 2026.
"According to Mykytas (another suspect in the case, former lawmaker Maksym Mykytas), he left $4 million for Mudra that is not listed in her declaration…. In addition to her official salary, she systematically received $20,000 in unrecorded income," the prosecutor said.
According to him, materials from the covert investigative actions indicate Mudra intended to register assets in the names of people close to her. The materials also show that the suspect regularly provides financial support to her mother, who lives in Israel, and finances her daughter’s education in the United States.
The prosecutor concluded that the total value of Mudra’s various assets comes to UAH 250 million, and that the prosecution therefore considers the UAH 150 million bail amount, as an alternative to pretrial detention, to be justified.
Mudra’s defense lawyers are currently presenting their position at the hearing. Among other things, they have petitioned the court to summon a witness who could speak to the suspect’s character.
As reported, on Aug. 19 the National Anti-corruption Bureau of Ukraine (NABU) and the Specialized Anti-corruption Prosecutor’s Office (SAPO) released a video on a special operation called "Forrest Gump," exposing and notifying of suspicion individuals who laundered UAH 150 million to pay bail for a suspect in the "Midas" case. The group included, among others, a deputy head of Ukraine’s Presidential Office and a former member of parliament.
On the afternoon of Aug. 19, President Volodymyr Zelenskyy signed a decree dismissing Iryna Mudra from the post of deputy head of the Presidential Office.
On Thursday, Aug. 20, NABU and SAPO released a second video on corruption involving the same senior officials, titled "Femida," exposing the illegal seizure of real estate and company assets through document forgery. The former deputy head of the Presidential Office also features in this episode.
The HACC on Aug. 21 selected a preventive measure of pretrial detention for former lawmaker Maksym Mykytas, with an alternative of UAH 30 million bail. Mykytas is a suspect in the schemes exposed in the videos.
The HACC on Aug. 24 is continuing the court hearing on selecting a preventive measure for Iryna Mudra, who is present in the courtroom.
