AI should take jobs from civil servants engaged in routine tasks - NACS head Aliushyna
Head of the National Agency of Ukraine for Civil Service (NACS) Natalia Aliushyna says some civil servants are already actively using artificial intelligence.
"The world is changing, and the civil service is also modernizing. We have long been engaged with artificial intelligence and have experienced its convenience firsthand. It should become our ‘servant’ – gathering analytics, analysing documents, searching for additional information. In particular, for HR it will be useful to analyse resumes, prepare reports on required competencies and position requirements. I also see that agencies are already using AI in preparing conclusions, expert assessments and for analysing large data arrays," Aliushyna said in an exclusive interview with Interfax-Ukraine, responding to a question about how artificial intelligence is currently affecting the civil service.
At the same time, she stressed that the principled issue remains the ethical use of AI in the civil service, avoiding personal data leaks, and developing skills to use AI in a way that prevents weaponization.
In this regard, NACS together with the Ministry of Digital Transformation has prepared methodological recommendations on the ethical use of artificial intelligence in the work of civil servants, as well as separate methodological recommendations specifically for HR specialists in the public service.
"Some civil servants are already using AI to the fullest. But it is worth noting that artificial intelligence will not make managerial decisions for you, just as you cannot delegate responsibility to it. This means that managerial decisions and legal responsibility all remain with the person. It will also not be able to replace civil servants in matters where a person needs a person," Aliushyna added.
Asked whether AI would take jobs from civil servants engaged in routine work, the NACS head stressed that it should.
"And I believe this is normal for optimization. We are all moving toward optimization. Even now at NACS we have process optimization specialists who track what we can improve and how we can restructure our work. This is absolutely the right approach. Routine processes – what artificial intelligence can replace or take on – definitely need to be implemented."
As reported, according to a Kyiv International Institute of Sociology survey, as of January 2026, 37% of Ukrainians use AI relatively regularly, while 63% of respondents effectively do not use it.
