Land in Kyiv region not registered in cadastre registered to proxies and sold – PGO
The Office of the Prosecutor General (PGO) has served notices of suspicion to the organizer and seven members of a group that illegally registered and sold land plots in Kyiv region by exploiting gaps in state registries.
According to a report on the agency’s website on Monday, the scheme targeted lands that had owners following the distribution of collective property but had not been entered into the State Land Cadastre. Because these plots did not appear as registered in the system, the participants were able to exploit the omission.
The organizer, an associate land surveyor at a private enterprise, worked with the company’s director to access cadastral information and select plots missing from the system. This allowed them to register the land a second time under different individuals. For each plot, the group produced forged state acts of ownership. Participants acted on behalf of these "owners" to use the fraudulent documents for further registration.
The enterprise director developed the technical land management documentation, after which the data was entered into the State Land Cadastre. A private notary from one of the district circuits in Kyiv region was involved in finalizing the sales agreements.
According to the investigation, between 2021 and 2025, land plots worth more than UAH 9.1 million were illegally registered and alienated. At least 9 such plots covering an area of more than 60 hectares have been identified. On April 30, law enforcement conducted 28 searches.
Group members are charged with large-scale fraud committed by an organized group and the use of forged documents (Part 4 and 5 of Article 190, Part 3 of Article 28, and Part 4 of Article 358 of the Criminal Code of Ukraine). Authorities are currently deciding on preventive measures, and the investigation is checking the involvement of other individuals.
Previously, the prosecutor’s office sent a case to court involving the former head of the State Geocadastre, who illegally transferred 43 hectares of agricultural land from state to private ownership.
