Housing Ukraine opposes transfer of Derzhmolodzhytlo to Ministry of Economy management

The NGO Housing Ukraine opposes the transfer of the State Fund for Support of Youth Housing Construction (Derzhmolodzhytlo) to the sphere of management of the Ministry of Economic Development and Trade of Ukraine. Housing Ukraine considers this approach unacceptable without prior public discussion and risk assessment. The NGO reports that on April 29, 2026, the Ministry of Economy sent a draft government resolution for approval regarding the transfer of the Derzhmolodzhytlo property complex from the Ministry for Communities and Territories Development of Ukraine to its own management. The approval period was set at three days, and according to the explanatory note, the goal of the change is to merge Derzhmolodzhytlo with Ukrfinzhytlo.

Experts from the NGO identify several risks in merging Derzhmolodzhytlo and Ukrfinzhytlo, noting first that such a merger could change the logic of the credit product, making it less accessible for those who need state support most, specifically internally displaced persons (IDPs) and vulnerable categories. There are also risks regarding relationships with donors, as the Housing for IDPs program is implemented with support from KfW, CEB, and IOM. Changing the institutional model would require donor approval and contract revisions, which could suspend funding, and reorganization without consulting partners signals inconsistency in state policy.

Furthermore, the concentration creates a risk of system fragility because a single operator for all housing programs means any managerial, financial, or technical failure would have a systemic impact on the entire sector. Housing Ukraine notes that the Law of Ukraine On the Basic Principles of Housing Policy (No. 4751-IX dated January 13, 2026) provides for multiple operators of affordable housing rather than a monopoly concentration. Additionally, Derzhmolodzhytlo participates in forming housing funds for temporary residence of IDPs, a direction not covered by Ukrfinzhytlo, meaning a merger could reduce support for IDPs exclusively to a credit instrument. The NGO insists that before any decisions are made, it is necessary to conduct an impact assessment on the rights of IDPs, veterans, and youth, hold preliminary consultations with international partners, and provide a clear financial and economic justification.
