Firearms circulation rules need modernization and clear regulation at law level – Klymenko

Ukraine needs to adopt a law on firearms circulation, Interior Minister Ihor Klymenko said following expert consultations.

"Firearms are legalized in Ukraine. Certain types can currently be purchased by those who meet established criteria. At the same time, the rules governing their circulation need modernization and clear regulation exclusively at the law level. This is a comprehensive issue that we must resolve on the instruction of the President of Ukraine," Klymenko wrote on Telegram.

He stressed that the key issues are above all: the right to self-defense, classification of permitted weapon types, clear grounds for civilian use, and mechanisms for confiscation in cases of threatening behavior or domestic violence.

Preparation for weapon ownership was also separately discussed: theoretical and practical training, and examinations. This also means developing the relevant infrastructure, the minister noted, necessarily with business involvement.

"A weapon is not just a right. First and foremost it is a responsibility. And it must be backed by rigorous checks. Filters that people with mental disorders, addictions or criminal histories — even if the case never reached court — cannot pass through. These are safeguards that must work at every stage," Klymenko stressed.

"The path to legislative regulation of civilian firearms circulation is difficult and contentious. But the position of the meeting’s participants is unanimous: a law on civilian firearms circulation in Ukraine is necessary. Both for citizens and for law enforcement. Moreover, this is one of the country’s European integration obligations," the minister concluded.
