European Parliament to vote on Convention establishing International Claims Commission for Ukraine under accelerated procedure

The European Parliament has scheduled a vote under an accelerated procedure for the Convention on the establishment of the International Claims Commission for Ukraine.

The decision was passed by a simple majority on Tuesday during a plenary session of the European Parliament in Strasbourg. The European People's Party group initiated the motion.

The vote itself will take place on Thursday, April 30.

As previously reported, the EU Council adopted a decision to sign the Convention on the establishment of the International Claims Commission for Ukraine on December 9, 2025. It now requires approval from the European Parliament. The official signing of the convention by the EU and member states took place on December 16, 2025, in The Hague. The document was signed by 34 countries and the European Union. Commenting on the event, Council of Europe Secretary General Alain Berset said: "Today marks an important step in ensuring accountability for Ukraine. The International Claims Commission embodies justice and hope for tens of thousands of victims—our determination not to forget those who suffered. I call for swift ratification so that we can quickly begin the Commission's work for the people of Ukraine."

The International Claims Commission will become the second part of a comprehensive compensation mechanism related to Russia's war of aggression, building upon the existing Register of Damage for Ukraine. The Claims Commission will be established within the framework of the Council of Europe and will also be open to other countries.

The Register of Damage for Ukraine, created in 2023, collects and records claims for compensation filed by individuals, legal entities, and state bodies in Ukraine. Forty-four states and the European Union have currently joined the Register, which has already received 86,000 claims.

The International Claims Commission will review, evaluate, and rule on claims submitted to the Register of Damage for Ukraine and determine the amount of compensation, if any, in each case.

The Convention establishing the commission will enter into force after its ratification by 25 signatories, provided that sufficient funds are secured to support its initial operations.
