A package of decisions adopted by the government to simplify construction regulation provides for simplified development of airfield territories, Prime Minister of Ukraine Yulia Svyrydenko has said.

"We are resolving issues that escalated during the war, when some airfields lack valid certificates. We are introducing a clear mechanism for considering such restrictions and updating the procedure for interaction between urban planning, aviation, and defense authorities. This allows unblocking construction near airfields without lowering safety requirements," Svyrydenko wrote on Telegram on Tuesday.

She also noted that the decisions adopted at the latest government meeting to simplify regulation and accelerate reconstruction include updating approaches to estimates, which must correspond to real market conditions and take into account actual costs, particularly labor costs. The measures also introduce framework agreement mechanisms in construction projects implemented with public funds to launch the reconstruction of housing, infrastructure, and social facilities as quickly as possible.

"These decisions are part of a comprehensive urban planning reform. The government has already adopted key decisions regarding licensing procedures and appeals. We introduced the option for construction customers to choose where to receive administrative services – at a local body or at DIAM (State Inspectorate for Architecture and Urban Planning of Ukraine) – to reduce dependence on a single decision and speed up the process. We also launched a mechanism to appeal refusals of urban planning conditions to DIAM: if a refusal is unjustified, the project is no longer blocked and can move forward. The Ministry of Development and the Ministry of Justice are already working on a bill that will establish clear deadlines for appealing construction decisions," Svyrydenko wrote.

As reported, the government approved a package of decisions to simplify construction regulation and accelerate reconstruction, particularly in the area of licensing procedures, the mechanism for appealing refusals to provide urban planning conditions and restrictions, and legislative changes to establish clear deadlines for appealing construction decisions.

Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development Oleksiy Kuleba stated that the government-approved package of decisions "changes the very logic of the industry’s operation and responds to modern challenges." "The main thing is creating conditions to accelerate reconstruction, reduce risks for business, attract investment, and develop construction as one of the key drivers of the economy," he noted.

According to the ministry, the innovations include implementing a new approach to procurement in construction projects implemented with public funds through framework agreements. The changes also involve revising pricing approaches in construction and launching a database of construction material prices within the Unified State Electronic System in the Construction Sector.
