SBI serves notices of suspicion to Mykolaiv enlistment officers for mobilization evasion schemes

The State Bureau of Investigation (SBI) has exposed a mobilization evasion scheme and served notices of suspicion to officials of a department of the Mykolaiv district territorial recruitment and social support center, the SBI said on Tuesday.

"In March 2026, law enforcement officers exposed the organizer – a local unemployed man who promised men help in avoiding mobilization for $8,000. During the pretrial investigation, SBI employees also established the involvement of the acting head of the second department of the Mykolaiv district recruitment center and his subordinate in this scheme," a report on the agency’s website said.

In March, the unemployed man, considered the organizer of the mobilization evasion scheme, was served a notice of suspicion of receiving an improper benefit for influencing a decision by a person authorized to perform state functions (Part 3 of Article 369-2 of the Criminal Code of Ukraine).

However, according to investigators, the officials, by agreement with the organizer, made unauthorized changes to the Oberig state registration system in the interests of "clients." Therefore, the SBI served them with notices of suspicion of unauthorized modification of information in automated systems committed by a group of persons by prior conspiracy (Part 3 of Article 362 of the Criminal Code of Ukraine).

The article provides for up to six years in prison.

The pretrial investigation continues. Investigators are identifying individuals who may have used these "services".
