Appeals court confirms declaration violations by KNU Rector Buhrov – official

The Kyiv Court of Appeals upheld a ruling by the Shevchenkivsky District Court finding Volodymyr Buhrov, rector of Taras Shevchenko National University of Kyiv (KNU), guilty of an administrative offense for submitting knowingly false information in his asset declaration.

In mid-December 2025, the National Agency on Corruption Prevention (NACP) released a report identifying nearly UAH 900,000 in inaccurate data in Buhrov’s declaration. In late February, the district court fined Buhrov UAH 17,000 for failing to declare a 2015 Volkswagen Golf, which the court determined he used for free during the reporting period. Buhrov denied the charges and filed an appeal.

On the morning of April 28, following a hearing on April 27, the judge announced that the lower court’s decision remains unchanged and the appeal was denied, Buhrov told Interfax-Ukraine.

Asked about his future plans, the rector said he would "work as a teacher" and noted that his contract as rector expires on April 29.

Meanwhile, the KNU Student Parliament expects the early termination of his powers following the court’s decision. "Either Mr. Buhrov keeps his word and leaves early, or the Ministry of Education and Science of Ukraine will terminate his contract based on this ruling," the Student Parliament said on Telegram.

As reported, the Ministry of Education and Science announced a competition for the position of KNU rector on March 2. Elections are scheduled for May 27, 2026.

Buhrov previously stated his intention to run for reelection but acknowledged that a confirmed court ruling would place him on the register of corruption offenders, barring him from the election. Under the Law on Higher Education, an individual found guilty of a corruption offense by a court cannot be elected or appointed as the head of a higher education institution for one year from the date the ruling takes effect.
