The Cabinet of Ministers of Ukraine has decided to simplify technical inspections for trucks with permits from the European Conference of Ministers of Transport (ECMT), announced Deputy Prime Minister for Reconstruction and Minister of Community Development Oleksiy Kuleba.

"It’s about truck transport using permits from the European Conference of Ministers of Transport (ECMT) – these are multilateral permits that allow goods to be transported between over 40 countries. Ukraine is one of the most active users of them," he wrote on Telegram.

According to him, previously carriers underwent two separate inspections.

"Following this government decision, initiated by the Ministry of Development, there remains only one technical inspection procedure, which simultaneously confirms compliance with both Ukrainian and international requirements. This means less bureaucracy, less time and money, and clearer rules for operations. In recent years, businesses have spent approximately UAH 300 million on duplicate procedures. We are eliminating this burden," Kuleba noted.

He noted that the technical inspection market will also be opened up, with all accredited entities, not just one state-owned enterprise, able to issue certificates. "This means competition, lower service costs, and better quality," the minister added.

Kuleba noted that European approaches to technical inspection are also being implemented: a unified classification of deficiencies; clear rules for vehicle operation; and full integration of data into the state system.

"The ECMT certificate is issued immediately after the technical inspection, without any additional procedures. More than 21,000 trucks applied for the latest ECMT permit distribution – for them, this decision means a real simplification of the process. This is another step towards EU integration and the transition to European regulations in the transport sector," the Deputy Prime Minister concluded.
