The Cabinet of Ministers of Ukraine has approved a decision to simplify technical inspections for trucks operating under permits of the European Conference of Ministers of Transport (ECMT), Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksiy Kuleba has said.

"This concerns transport operations for trucks using permits of the European Conference of Ministers of Transport (ECMT) – these are multilateral permits that make it possible to transport goods between more than 40 countries. Ukraine is one of the most active users of them," he said on Telegram.

According to him, carriers previously had to undergo two separate inspections.

"Following this government decision, initiated by the Ministry for Development, only one technical inspection procedure remains, which simultaneously confirms compliance with both Ukrainian and international requirements. This means less bureaucracy, less time and money spent, and clear rules for doing business. In recent years, businesses have spent about UAH 300 million on duplicate procedures. We are removing this burden," Kuleba said.

He added that the market for technical inspections would also be opened up, with certificates to be issued by all accredited entities rather than only one state-owned enterprise.

"This means competition, lower service costs and better quality," the minister said.

Kuleba said European approaches to technical inspections are also being introduced: a single classification of defects, clear rules for vehicle operation, and full integration of data into the state system.

"The ECMT certificate is issued immediately after the technical inspection, without additional procedures. More than 21,000 trucks applied in the latest ECMT permit distribution – for them, this decision means a real simplification of work. This is another step toward integration with the EU and the transition to European rules in the transport sector," the deputy prime minister said.
